Propose a crosswalk

Real, local LLM-assisted first-draft proposal (Qwen3-4B via LLamaSharp, CPU-only, no network call) - every proposal below is a starting point for a human to agree with or override, never applied automatically. See CLAUDE.md's "Liability of a wrong crosswalk."

No local model file found (checked CROSSWALK_LLM_MODEL_PATH and the known dev-machine path). This screen needs the real GGUF model on disk to do anything - it never fabricates a proposal without one.
