iowa export

The export gate: the last step between triaged data and a file that leaves the state. It takes Iowa's mapped sample data, the triage decisions saved on Validate, and the fields withheld on Transmission Scope, and builds an MMUCC6 package. Every crash ends up Included, Excluded (a reviewer chose to drop it) or Held (something still needs a person), and the manifest says why. Every included file is checked against MMUCC6's exchange.xsd before it's written.

Nothing is transmitted. NHTSA takes a state's file as-is today and maps it itself; this package is that file, already in MMUCC6. State-specific values with no MMUCC6 home go to a separate sidecar.csv for the state's own data partners, never into the NHTSA files.
